Abstract
Middle Eastern countries seek to be proactive in investment and tourism in the 21st century, and they have given great importance to the development of infrastructure, as it plays a significant role in the impact on the economy and helps support all sectors of the economy, so selecting and prioritizing infrastructure projects is a difficult decision-making problem. Therefore, decision-makers need to develop and use a decision framework to evaluate project proposals. The first step in developing such a framework is to establish decision criteria. This study aims to identify these criteria through a systematic literature review. This study identifies the criteria for developing a project selection framework by discussing six factors that most influence infrastructure project selection. The results of this study are expected to be preliminary studies that will contribute to further research to develop a decision-making framework for infrastructure project selection.
